The Tampa Bay Buccaneers are going to start Jameis Winston once the regular season starts, as NFL teams tend to do with their first-round picks. See this bit of data from Pro Football Focus.
Since '07 only 5 QBs picked in the 1st rd haven't played at least 500 snaps in their rookie season. Russell, Quinn, Locker, Tebow & Manziel.

Only one of those players was a top-five pick, and Jamarcus Russell is not comparable to Jameis Winston for a variety of reasons, not least of which being that Russell held out into the regular season missing most of his offseason work, while Winston signed his contract on the first day.
For those of you still doubting that Jameis Winston will start: fuhgeddaboutit. Lovie Smith has all but said that he will, there is no recent precedent for sitting someone in Winston's situation to start the season, and this regime didn't think that Mike Glennon was good enough to start over Josh McCown last year. Winston's the guy.
