According to Pro Football Talk, the Buccaneers have actually made an offer for Darrelle Revis. As it stands right now, it looks like the Buccaneers are absolutely serious about getting Revis in the building. The question is whether they can do it. But Pro Football Talk also pointed out one other possible problem: Revis doesn't know about anything.
Per source with knowledge, CB Darrelle Revis has still heard nothing from the Jets, even with Bucs making trade offer.

It would be madness for the Bucs to trade for Revis without knowing whether their long-term contract offer would be acceptable. That's the kind of thing you hash out before you trade a bunch of picks away for a superstar with just one year remaining on his contract. Presumably the Buccaneers would have no problem paying the man, but there's always a limit to how much a team is willing to pay.
These talks are very serious, it seems, and with the Jets having every incentive to move Revis and the Bucs wanting him, it may just be a matter of time before this gets done. But if it gets done, Revis can't be in the dark about it -- that does not lead to the kind of long-term relationship you want with your highest-paid player. Of course, this isn't because of the Bucs: they can't even talk to Revis without the Jets' permission at this point.
