This one is legitimately close. The Bucs stood pat at the top of their roster, but replaced a struggling Arrelious Benn with Kevin Ogletree and added experienced special teamer Derek Hagan. Eric Page may turn out to be an undrafted free agent gem.
On the other hand, Benn was a very talented player whose physical gifts never really got the chance to shine in Tampa. He was a poor fit for the Bucs' system, which is why they traded him, but they did lose some quality and even production by replacing him with Ogletree.
I can't call this either way. It looks like the Buccaneers stood pat to me, and that's not necessarily a problem. They do lack a reliable third receiving option, and hope that competition will allow a quality target to rise to the top. That didn't happen last year, and there's little reason to believe that that will change this season, though.
